Dynamic Traffic Light Control System: A Component of Smart Mobility

Various efforts have been made to reduce traffic congestion by the government, including traffic restrictions in the form of ‘Three in One’ policy enforcement, parking systems setting, park and ride, and operating KRL commuter Jabodetabek and TransJakarta bus way. Several parties also help the government with CCTV installment in various road segments and intersections to report on existing traffic condition, identifying violations and accident. Yet, the existing technology used is not compatible with the idea to make Jakarta smarter.

Smart city is the city which has smart mobility. The smart mobility derived from the excellence of the transportation system that can be achieved from many ways; one is the signaling on intersections that holds the main control of the system. Recently, the signaling system in Indonesia is set according to saturated traffic flow data obtained from survey conducted manually. The data is then analyzed to get the cycle time and each arm’s green time proportion to be used all the time, which means the signaling system is fixed.

Jakarta is a dynamic city which has unpredictable traffic flow. The fixed system is inefficient to be used in Jakarta. This city needs a dynamic traffic control system with dynamic traffic flow data. As mentioned earlier, Jakarta already has CCTV installed in several main road segments. The idea is to collect real-time traffic flow data from those CCTV and then inserting the data to the Vehicle Image Recognition Technology (VIRT) software that will provide the real time traffic characteristic from every CCTV installed, including traffic volume, speed and density. There will be one main control systems that receive data input from every intersection, then the systems will automatically updating the cycle time and green time proportion in every intersection dynamically. With this dynamic signaling system, there will be less congestion, less queuing, less travel time, smarter mobility and Jakarta’s mobility will be smarter and reliable
